Jill says the best part of being a small business is working with community leaders who share a vision for a stronger community. She loves helping clients navigate issues and develop strategic communications to further their goals, like building a transportation project, launching a new product, or collaborating to improve services. Clients include joint powers boards, government agencies, private businesses, and non-profits.

Jill Brown Public Relations is the recipient of two MnDOT microgrants for small businesses. The awards were applied toward intensive training in 2021 an d2022 with the International Association of Public Participation. The firm continues to grow their expertise in engagement with diverse audiences using a variety of tools.

Jill Brown is a certified disadvantaged business enterprise (woman owned) and is prequalified by MnDOT in two categories, community engagement and project management and marketing and advertising.

Jill Brown

Public Relations Consultant
Public Relations Consultant, 1994 to present.
Specializing in projects with multiple stakeholders, such as North Metro Mayors Association (executive director 2015-present), NLX passenger rail, Northstar Commuter Rail, Anoka County Children and Family Council, Gold Line BRT, and the Great River Rail Commission.

Skill set includes strategic planning, writing, advertising, engagement, media relations, public speaking, e-communications, event planning, and coordinating team efforts.

Tamara Schmitz

Communications and Outreach Specialist
Tammy has helped clients plan and implement their communication and outreach needs for more than 15 years. Some of her projects have involved Anoka County, the Anoka-Hennepin School District-Parent Involvement Program, the Counties Transit Improvement Board, the Mississippi Watershed Management Organization, and private businesses.

Providing friendly customer service and making a positive community impact are Tammy’s passions. She enjoys creating and implementing meaningful outreach experiences for various audiences, building intercultural relationships, providing supportive technical guidance, managing and writing grants, researching, and writing other communications for clients.

Mandy Meisner

Communications and Outreach Specialist
Mandy worked with Jill at the North Metro Mayors Association as a community partner liaison. She currently serves as a blogger for the MN Orchestra and as an elected commissioner for Anoka County, Mandy is responsible for content development, building consensus around plans and/or providing information for policy makers to use in making decisions, She engages business communities, expands clients' networks, and collects data.

Mandy’s public sector employee experience, sensitivity, and flexibility has earned rave reviews. Like Jill and Tammy, Mandy has diversity training and is an experienced facilitator. Mandy has served on numerous community engagement committees as a volunteer, director, and chair.

Bjorn Skogquist

Communications and Outreach Specialist
Bjorn previously served as the Mayor of Anoka, where he took an active role in shaping policy on public power, housing, open space, historic preservation, and infrastructure replacement. Regionally, Bjorn worked with other units of government on eminent domain reform, transportation improvements, and clean water concerns. Since his time in office, Bjorn has worked in higher education as an electronics professor, as a manager for a railway maintenance program, and as a sales engineer for an electric utility. Bjorn is pleased to be part of Jill Brown Public relations, where he can bring his knowledge of both public process and constituent engagement together to assist the communities and clients we serve.​

Angelina Palumbo

Intern
Angelina is a junior at St. Cloud State University majoring in Mass Communications. For Jill Brown PR, she can be found engaging target audience members at county fairs and events in the community. She is our tech wizard, making sure client videos have captions and email databases are current. She is always up for a challenge.
